The arrest of Kim Dotcom doesn’t really have much to do with SOPA or PIPA, since the arrest was made by New Zealand authorities in New Zealand under the direction of the FBI. Neither SOPA or PIPA have been passed in Congress and, in any case, they do not give the power to arrest people in other countries. The arrest was simply a joint operation between NZ forces and the FBI to stop money laundering, racketeering and copyright infringement. As far as posts on tumblr saying he’s been sentenced - he hasn’t. The US is seeking to extradite him, and Kim Dotcom is currently being held by NZ police after NZ courts opposed bail.
